I wanted to post a follow up because I'm happy that I fixed the voltage regulator and possibly others can benefit.
Problem: While driving at night, I noticed that my headlights were suddenly getting brighter then dimming -- it was like I was I was flashing the brights on and off. Also, the instrument gauge became really bright (it was actually easy to see). The problem seemed to get better as I drove along but at times it would reoccur.
Testing the car: Following the advice of the other Saaber (thanks everyone!), I measured the voltage over the battery terminals while the car was running. It measured 17 volts! Way high. I think that is shouldn't be over 14.5 volts.
Chasing parts: Other Saabers posted that Bosch voltage regulators were the best but there weren't any available so I bought one for $42 (I think the brand was Borg-Warner) at a auto parts store that advertised import parts.
Of course, don't forget to disconnect the negative battery cable from the battery!
Removing and Replacing and Modifications: I used a 1/4 inch rachet set with extensions along with a flat bit that fit into a socket. I taped the bit into the socket to secure it. Altho it was tight, I didn't have to remove any parts to get the old VR out and by using the skinny extensions I was able to get the old VR out.
The old VR had been modified -- that is, the plastic piece that mounts against the alternator wouldn't fit -- the screws wouldn't line up. The alternator has a bulge in the center of it. The VR mounts snuggly up against this bulge. The VR "should" have a curve in the middle of the plastic mounting plate in order to avoid the alternator's bulge -- but it doesn't! And so the screw holes will not line up....
At this point you have nothing to lose since electrical parts are non returnable so you can feel comfortable carving up a new part.
The plastic plate needs to have a dip or groove carved in it. I used a box cutting knife (a grinder would work better) and I carved a dip in the middle of the plastic mounting plate so the VR could line up with the screw holes. This "dip" went down to the metal part that was mounted on the plastic piece.
Also, I shaved about 1 or 2 mm off the top edge of plastic mounting plate just above the screw hole closest to the driver's side fender.
After these modifcations, the VR did fit. It took me about an hour to remove, modify and install the new one.
With the new VR installed, I measured the voltage across the battery terminals with the car running. It was 13.5 volts!! Great! Saved by TSN Saabers and the Bentley manual, and my tool kit that I always carry. I also called my father for advice on whether or not to fix it now or later -- he suggested to fix it now or other electrical stuff could be damaged.
