That is the bumper extension. The problem, as I see it, is the 3 attachment screws in the wheelwell. The screw holes rust, get larger, and no longer hold the panel in place. It slides off the top rail and is then only held on by a tiny screw in the front corner. The panel then gets dragged until it falls off. The right side is more problematic because of the proximity to the battery, which increases the rate of corrosion. Easiest fix is to replace the 3 screws with bolts, nuts, and large washers.
