if gage rises to 1/3 within a few minutes aft start-up, could be normal for 82c stat, and 82c switch, and clean rad. do cold start parked, and make sure upper rad hose is cold until 1/3 on gage.
heat should be good in that range .... could be bad heater control valve, linkage, or other H&V malfunction.
