failed the smog test, Again!!

Here is the previous thread regarding the smog test issue of my 900 turbo.

Here is what I replaced.
1. distributor cap and rotor ( cap was craked)
2. FPR
3. bypass valve
4. AMM
5. adjusted the spark plug gap ( they are about 4000 miles old)
*. O2 sensor and CAT is also 4000 miles old ( 2 years). Spark plug wires also pretty new.
This car is for my wife's local shopping only, so the mileage for the last two years are very low.
Here is the test reult.
at 15 mph
HC (max:118), before the tune up: 153. after the tune up:131
NO (max 799), before the tune up: 2719. after the tune up:2721
at 25 mph
HC (max:93), before the tune up: 90. after the tune up:55
NO (max 738), before the tune up: 2067. after the tune up:1529
I don't know what I should do. Please recommend me a good mechanic who knows how to handle emission problem and has proper equipments to measure smog. The shop where I used to go to for service does not have euipment for NO gas.
