I'll assume the radio isn't getting power. Step one - make sure the fuse is OK. Then pop the radio out. Depending on year and model (ALWAYS provide year and model - it helps!) there is usually yet another fuse or two behind the radio. Make sure the connectors look good - no bent pins. Stick it back in - it may very well start working, as it could have been just a bad connection at the back.
If that doesn't work, check for voltage at the rear connector - many cars came with a radio manual that included a schematic. If you don't have BOTH voltage and a proper ground, you may find yourself tracing the wiring back.
Of course, the radio itself can be shot. You can usually swap in a radio from the same year - the rear connectors changed from year to year. If your radio won't work in another car, but that car's radio works in yours, then the radio is bad.
If you've got voltage at the proper places on the rear connector, then I'd assume that the radio is dead.
