you can remove the pads and deglaze them...use a sanding disc to lightly take off the top layer, and use the disc to do a 45degree chamfer on all four edges of the pad material, maybe 1/8 or 3/32 wide chamfer.
Chances are there has been a phase change to carbide or martensite on certain areas of your rotor, or pad material transfer, or the rotor has ridge on the outer edge that are wearing into the pad, or the pads haven't bedded in yet.
Before you go to all of the above, take the car out to 60 mph and brake moderately hard to 15-20mph, drive for a mile, and do it again, do this ten times total stops. The brakes may be smoky or stinky, this is ok, take it in and let it cool off but DO NOT set the emergency brake whether you have front emergency or rear emergency brake. When you set the brake on hot rotors you print material from the pads onto the rotor and possibly warp rotors. That being said I've set the ebrake on my 87 constantly and not had problems with axxis metalmaster metallic pads, but YMMV.
