1) I have been quoted as low as $165 in the last few years, tho I still haven't replaced mine.
2) Do you have a vacuum line from intake to cam cover with a one-way valve? If you have the line without the valve or a malfunctioning valve you are pressurizing the crankcase under boost.
3) Most auto upholstery shops can get it. I prep all my parts and then have the shop with the air-pot glue system do the recover. I have used a high end shop that charges me $125 for labor and materials for main shell, quarter shells, and sunroof panel. Be sure they use or you get 1/8 inch or thinner foam backed fabric or you will have trouble with clearance in the sunroof.
4) Yes - small 'vacuum' line runs from the intake to the max boost cut-out and then to the guage - often you can just clip off short length and reattach at the fittings.
