A dying compressor is accompanied by a whining noise from the worn internal bearing surfaces that only increases with age until it will eventually seize. The noise you describe is either one of two things: the belt isn't tight enough, or it's the compressor clutch slipping. The exterior clutch surfaces can be cleaned. Ideally while it's removed from the car (AC system overhaul time). But you can also clean it while in place by using a can of pressurized spray cleaner with your choice of solvent (carb, brake cleaner). Because there's all manner of nooks and crannies for dirt and oils to accumulate in that clutch system, to do it proper you'll have to saturate it thoroughly and repeatedly. Turning the clutch over (you'll have to loosen the belt for that) to access different angles while spraying is best. And you can absorb the excess solvent and wipe away dirt and stuff on the clutch surfaces by sliding sheets of quality paper towel (preferably shop towels because they're more rigid) between the clutch disc and compressor while it's still wet with solvent. Because cleaning solvents are highly flammable, I wouldn't attempt to do this while the car is running. Taking turns with the solvent and compressed air is also a good way to dislodge gunk.
