The tires attach to the frame through a bunch of different rubbery bits (I love using technical terms!) These rubbery bits can be ball joints and bushings. They have some compliance (movement), but hopefully not too much.
As you accelerate and decelerate, those forces translate from the tire, through the hub, and through the various tie rods and A-arms, to the chassis through bushings. If a ball joint, tie-rod end, or bushing is loose or worn, those forces will make for movement of the tire. That looks just like a steering input.
Also, as the wheel turns, that sets up vibratory inputs. A worn bushing can allow too much movement, resulting in vibration. Vibration can be a lot of things - don't ignore out-of-round tires. I've had that before. You can easily balance an out-of-round tire, but it'll still vibrate. You can balance an egg, but it's still going to move up and down like mad as it rotates.
I would do a through inspection of ALL the mounting bits. I'm not familiar with the Ford suspension, so I don't know the trouble spots. But if it has A-arms, check where they bolt to the chassis. Check all the ball joints and tie-rod ends for play. Make sure the steering rack is bolted in well. Many cars have rubber mounts for the steering rack, and if they get too soft, all hell can break loose.
