Are you getting spark? Does the car run with the fuel pump jumpered? If the ECU does not get a pulse signal from the ignition amplifier it will not let the fuel pump run. So, if you're not getting spark, something else is happening. In that case, it could be either the ignition amplifier or the hall effect sensor or connector.
The fuel pump and system relays cost under $12 each from site sponsors like eEuroparts.com and sobstory.com. Don't be so sure that it's the relay, even though replacing it is worth a try.
One of the common failure modes of '89 ECUs is having the transistor that energizes the fuel pump relay die. Having had the ECU on my '89 SPG die like that, I'd caution you that, you may be able to get the fuel pump to run by jumpering the fuses, but don't rule out the ECU as the cause. The good news is that you can use LH 2.4 ECus from a fariety of other cars. After the ECU in my '89 SPG died, I successfully ran ECUs from '88 900S, '90 900S, '90 900T, and '89 9000T in it.
If you get an LH 2.4 ECU from a 900S and you want to keep the same fuel mapping as in your SPG, you can swap in th EPROM from your car into the other ECU.
If you have an ECU failure, you *will* want to change the fuel pump relay and system relay to prolong the life of the replacement ECU.
