85 SPG wont start again

I am going to sell my spg and as soon as I got the 4 sale sign on the car wont start. I previously had problems with the wiring harness and im afraid that its that again. I checked the fuses and they all seamed ok but then I looked I found a part of a wire that got cut off, it's a red wire right off the side of the fuse box I hope that this is the reason my car wont start and I hope its easily fixed. Does anyone know what wire this is and if its easily fixable?
