One way to check the BPV is to disconnect the small vacuum hose going into the BPV at the other end (so that it is still connected to the BPV), and suck on the hose. If you can easily draw air into your mouth, it's blown.
I've modified my '98 9000CSE so that it now puts out no less than 16 psi and does go higher than that at times. Because of this, I use a piston-style BPV (as opposed to a stock diaphragm-style). I purchased a Hyperboost from Stratmosphere. It was pricey, but at least I know I will not be chewing these things up all the time.
BTW: is the BPV you are using the same that is in the Viggen? Would that model work in your car? Reason I ask is because that particular one (part # ending in 110) is supposed to handle up to 20 psi, whereas the stock BPV (part # ending in 103) can only handle up to 15 psi, but even that one seems like it would work for you since you say the turbo is only putting out 12 psi.
