path to the outside air. This is done by a small vent hole in the vincinity where the three wires comes out of the shell.
It uses the outside oxygen content of air and compare it to the oxygen content left in in the exhaust gasses.
If the vent hole is closed by gunk, it can't compare.
If it's an old O2 sensor, replace it. I wouldn't spend too much time trying to clean it out. It is a wear and tear item after all.
