The capillary tube controls the A/C compressor cycling by shutting it off when the evaporator "freezes."

The rear passenger air comes from the front and the ducts run along the console up to the main air plenum, or whatever the thing is called. The first thing I would do is make sure that the vacuum connection is good to the the vacuum cannister ahead of the passenger door in the fender well and alos that the cannister holds vacuum.

Then I would pull the radio and the radio din box to get limited access to the back of the heater control where the vacuum hoses connect. You might get lucky and find a loose hose. If that doesn't locate the problem, I would pull the steering wheel and instrument panel to get access to all the vacuum motors controlling the flaps. the dash can stay in. Then sort out the hoses and flaps to find out what works and doesn't. You should have a manual or maybe you can search to find a complete description for pulling the instrument panel. Basically there are four long screws under the lip of the dash holding the panel in. Keep track of which goes where. Then you have to unhook all the dash switches and knobs. Really not all that bad, so don't be overwhelmed.
