Hose missing on cruise control for '93 TC?

I inspected all vacuum hoses (in search of my "stuck in base boost" dilemma), and found an empty nipple on the cruise control vacuum pump. At the bottom of this pump there aretwo nipples. One has a hose that is attached to the "Y" connector on the inside fenderwell, and the other nipple has no hose attached to it. This is the outside one of the two.
Is there supposed to be a hose attached to it?
I attached a temporary hose to it and plugged it up. Is this harmful to do? I just wanted to do this until I knew why the nipple was empty.
Also, the plastic allen screw under the red cap was loose, so I put some Teflon tape on it and tightened it up. How tight/far down am I supposed to screw it? Does this screw do some sort of adjustment (I saw a spring under it when I had removed it). How do I know how far to go with it?
