You can probably avoid replacing the ujoint by just heating it up with a hair dryer to soften the grease in the bearings. If a bearing has broken needles and the joint is virtually locked, you need to replace the intermediate column with the two ujoints.
To get to the lower ujoint, kneel on the ground next to the driver seat and reach under the dash to pull up the rubber boot around the steering column at the firewall. This will expose the ujoint. Give the joint a shot of penetrant and direct the hairdryer on the joint for about 5 minutes while a helper turns the wheel through full revolutions. 9 times out of ten this will work.
A bad rack will usually be leaking and will feel like it is "slipping" while you turn and will not want to recenter.
