sounds like it may have been worked on/replaced, and the tension spring not wound up quite far enough when it was replaced. So if you can open it, as it is where it now stops, figure out which way to wind it, then wind it until it retracts, and then some. Easier said than done, but that has worked on other retractable things for me.
