The turbo bypass valve probably has a hole in the diaphragm. It's a black plastic unit that's on the rubber boot on the turbo inlet. There's a vacuum line that goes from the top of the bypass valve to the throttle body. Pull it off the throttle body (taking not of which vacuum nipple it goes to) and suck on the vacuum hose. If it won't hold vacuum, the diaphragm has a hole in it and the bypass valve must be replaced.
