You might be able to get under there to find the problem by jsut removing the driver's seat. Remove two allen screws at front mount and tip seat towrds rear and lift out with seat back folded forward. If this doesn't allow you enough access, here's how to drop the knee bolster.
1) remove ashtray and mounting bracket- 4 screws and nut.
2) remove spacer nut/bolt that the nut in step one was attached to.
3) I think you need to remove the plastic panel cover under the steering column below the turn signal and wiper levers.
4)Remove center console front piece if you have one.
5) Working under the hood, remove the 10mm nut/bolt holding the ends of the knee bolster. The passenger side is easier to find. Look in the fender well above the white plastic vacuum resevoir near the door jamb. The driver's side is in the same spot and it helps to move the wire harnewwses out of the way. A long extension or two 6 inchers together makes this alot easier.
6) Wiggle the bolster and pull it down.
7) next time it will go faster, but you will always hate to do it.
Re boost, the hose that feeds the gauge also feeds the overboost switch and the pressure transducer. The hose splits with simple plastic tees, which are available at any parts store. However, I'll bet that the tees are ok, and that a hose has pulled off the tee or a component. Hoses like to split at the connections. For a temporary fix, you can just cut off the split end and reattach. But I would put in a new piece of hose...while you have the knee bolster down! :-))
