mud flaps (kinda long)

good evening all,
I am pretty excited tonight cause I have finally got to the point with my restoration of a 79 turbo that i need to worry about small problems like mud flaps. I went to the insurance office today so i can officially drive the car and i dont want to be cruising around throwing mud and rocks on my new paint job. This is a two part question but so i will start the harder one( at least i think it is the harder one). What is the rubber flap that is a little in front of the back tire for? Mine were shot when i took them off so i just threw them out. I had a thought that maybe these were designed to keep rain and or snow off the back tires to increase grip in the wet. well whtever they are there for do i need to concern myself with finding new ones to put on the car? Second question, the 79 did not have factory mud flaps behind the rear tires. It seems to me like it ought to. I have a set from an 87 but they will not work on my car. Does anyone know of an aftermarket option i could look for to use. Thanks in advance.
