More on central locks - power draw

Thank you very much to those who responded to my last post about several power draws. This bulletin board is awesome. I need some follow up advice.
Car is an '87 900 turbo convertible. Isolated the amperage draw in the high beam circuits to a bad fog light relay.
The other consistent draw is a .12 amp draw in fuse 24, central locking. I pulled the lock control module out from under the passenger side heat duct and found no obvious signs of fried components or bad circuit traces.
Here's where it gets weird. The power locks still operate with fuse 24 pulled! With fuse 24 pulled and my meter reading current, there is no current draw while operating the locks. If I put fuse 24 back in, then pull it out (and don't touch the lock circuit) then there is a .12 amp draw again each and every time. I tried this about 5 times to confirm I am not crazy. Per my Bentley manual all of the wiring under the fuse box is correct for these circuits. Fuse 24 gets its power from fuse 25 via a grey wire and the power exits fuse 24 on a green wire like it's supposed to.
I am led to the conclusion that I must have a faulty door lock module. What do you think? Why would the locks still function with fuse 24 pulled (and without my meter bridging the gap between the 2 fuse terminals)?
Thanks,
Brian
