If the needle wobbles above and below the actual speed. then the speedo cable is the likely culprit. Disconnect from the back of the speedo and squirt some lubricant into the end of the cable. Depending on year, you may be able to pull the cable out of the protective sheath and inspect it.
If the needle swings above the actual speed then settles back, then the speedo needle needs to be lubricated where it rests in the center of the spinning magnetic drive disk. To do this remove the cluster from the dash and then remove the speedometer from the cluster. Unscrew the back of the speedo from the body (access the screws by unscrewing the two small screws that secure the face. Rotate the face to align the trip reset hole with the screws). Put a bit of light oil where the end of the needle runs in the center of the drive disk.
