I'd suspect not being able to engage all the gears is normal, since you noted "I haven't even lowered it off the jacks yet."
In my '84S, not all gears will engage with the engine turned off. Even with clutch pedal pushed in I sometimes only get a gear or two to engage (usually not the ones I want). Gear mesh doesn't line up unless I let the car roll forward or backward a few inches, then it goes right into gear.
If car is still on jacks, try engaging a problem gear while someone turns the wheels (engine off). Or, with engine running, try engaging problem gear like this: push clutch in, push shifter towards the desired gear, and ease clutch pedal up EVER SO SLIGHTLY. This will often be enough to spin the gears into alignment.
Caution: if you let the pedal up too much, the gears will clash, of course.
