Had the problem with my 89.' Finally started, then lasted a week and died for good at an an inopportune time. Check electrical stuff, and if it's fine then replace the pump.
I had a VW rabbit, maybe the same Bosch pump as your Saab, maybe close. It took a year to die and I just had to crawl under the car and hit it with a hammer, then top the gas off, and it would pump. But this was in college and I didn't have to be anywhere, ever.
