Thanks. Now I know that I'm not completely crazy. I replaced the broken hose, no change. I even went as far as tightening up the clamps on all of the hoses, again no change. My suspission is that it is either the wastegate (torn internal parts) or the apc solenoid which does not completely hold vaccuum (i can blow a small amount of air through it when its not charged). The problem is most prevalent in the yellow range of the guage, and doesn't sputter when I shift up immediately when boosting strong. Does your car have the same symptoms?

I'm going to take the car to an independent Saab mechanic tomorrow for diagnosis. I'll post the results after picking up the car, hopefully the news is good.
