Have similar problem but on front driver side (but mine is an '86 with the E-brake in the front). My problem (and i suspect yours) is that the caliper doesn't 'spring' back when the e-brake cable is released. This is how you can test, asssuming the mechanism is the same on the back wheels as they would be on the front):
Take the wheel off and release the E-brake, and try to pull the lever that the E-brake connects to. If it moves forward (or back depending up on the set up on the rear wheels) then it is sticking and not returning to its natural position. I have managed to give mine a temporary fix by spraying with a heavy dose of lubricant, working the lever back and forth, spraying again, and continuing this process until the lever 'snaps' back to its resting position. Since mine is on the front, i can also check easily each time i drive the car by turning the wheel hard and reaching in there to see if the lever has fully returned, don't know if this it's possible to reach on the rears.
If the above doesn't give you any conclusions, you can try unhooking the E-brake cable and seeing if that forces the caliper lever to return to its natural resting position.
