Okay to use brake rotors with surface rust?

I bought a set of front brake rotors for my '87 900T convertible from someone who sold their Saab. They are new and were still sealed in the box. When I opened the box they have surface rust on them?
This is probably a stupid question, but is this safe? Will the surface rust just come off right away when I install them? Will it hurt new brake pads? Is there a way to clean it up first? Or did I just waste money and learn a lesson?
