I live over an hour's drive north of Toronto, so I learned to do most of the work myself with the help of Saabnet. I used to bring my '86 900 and my '83 900 in to Beacon all the time, starting about six years ago. I traded my ropey '86 in towards my '91 turbo. With the trade in, I think I paid $5000 including tax (got $500 for the '86). The car had been resprayed, and the mileage was unknown (odometer broke at around 300,000). However, the leather interior was mint (except for a dash with over a dozen cracks in it!) At the time, I saw other '91 900Ts going for around $8,500 so I rolled the dice. The car hasn't given me any serious problems, so I haven't been back to Beacon since.
As I recall, a VIN package isn't mandatory for dealers selling used cars. All of my other cars were purchased privately, so I was always used to getting the mandatory VIN from the seller. It would probably be a good idea to get one if you're serious about the car. I still don't know my car's history, maybe I'll finally get around to purchasing the VIN package...
