Cold start problem 91T 900. What to check?

I have a 91 900T. The car will not start without giving it some gas while cranking it over when cold starting, then after it starts to run it acts like its flooded and about 5-10 seconds after starting it, it runs fine and idles fine. The car couldn't run better after it's started and gotten through it's little cold start problem. I have replaced all the vaccum lines I can find. New distributor, new air filter, the plugs look in good shape. I did notice the when I pulled the vaccum line off of the fuel pressure regulator that a little gas came out. I assume that this means that the diaphram is going bad but not sure that is what is causing my cold start problem. I know on the 8 valves that there is a cold start injector, but not sure what to check on my 16 valve turbo. In addition, I think that the turbo may be leaking a little oil into the intake but not sure if that would cause my cold start problem. Any help would be appreciated.
