Check out the link below, part of the FAQ here... Scroll way down to "ECU testing". The procedure's OK but on my '89 the wire that you ground is located in a black plug under the back seat. Just right of center, in a bracket facing up, with a cover snapped over it. It looks like a 10-pin connector with maybe 3 pins actually present. The one you want is in the right-side row, 2nd from the rear.
Idling at 2k rpm when you first start cold, is maybe OK. As long as it drops down towards normal as it warms up.
The reason I asked about the tach jumping as you crank, is the ECU won't fire the injectors without a tach signal from the ignition. Even though the fuel pump runs & there's fuel in the rail, if the injectors don't fire that fuel doesn't get into the engine.
But there's an easier way. If you can smell gasoline at the tailpipe, then the injecors must be firing. Or take out a spark plug & see if it's wet with gas. You did say they were NOT wet, so that got my suspicions going... Pull one & look right after you've been trying to start.
