a stock 900 turbo should boost to the orange/red line.

you are not generating any boost if the needle doesn't go above the white. however, it's prolly not that the turbo "isn't working" -- you prolly have all sorts of boost leaks.

i humbly suggest the following:

-- purchase 15 feet or so of 3.5mm ID vacuum hose and replace all of the hoses that are in the engine bay (sorry, don't know exact length -- i usually just buy a ton at a time...). if 3.5mm is unavailable, purchase the next *smaller* standard dimension equivalent, not larger.

-- purchase replacement grommets for the vacuum hose fittings. these are the smallish, round rubber bits on the intake manifold; there are three, iirc. careful with the fittings when replacing the grommets - they are old + brittle.

-- inspect the turbo ducting for cracks and loose clamps; tighten everything up. (a 7mm nutdriver is a great tool to have; flex extension, too.)

-- oh, but wait, before you inspect, remove the intercooler and wash it out with some gasoline or similar solvent - oil collects in it.

-- and while you're cleaning stuff, *gently* remove the check valve on the valve cover; inspect for cleanliness and clean if gunky.

-- find the vacuum hose that connects to the turbo bypass valve (black plastic, round, shoved up under some air hoses at the front of the motor, above the clutch cover). pull hose off nipple at intake manifold and suck on it and hold the vacuum. then blow into it and hold the pressure. if it doesn't hold one or the other, replace it.

-- adjust your "base boost," which is what saab calls the turbo wastegate adjustment. you'll need a pressure gauge to do this. set base boost to 6.5psi. see the saabnet FAQ section for instructions.

-- confirm that your timing is set to 16* BTDC; you do this with the vacuum hose to the distributor's vacuum capsule removed.

-- buy a Robert Bentley Publishers Saab 900 16 Valve repair manual.

-- buy parts from a Saabnet sponsor such as http://www.sobstory.com et al.
