Clutch Question: shifter moves before car starts

My oilite bearing haven't arrived yet and i need to drive the car tomorrow, so this morning i had to put the bad clutch pedal back in the car.
I noticed that with the car not running but the key in the Start/On position i can freely move the shifter from gear to gear WITHOUT depressing the clutch pedal. If i don't turn the key at all (OFF position) or don't have the key in the ignition, the shifter is indeed locked in Reverse as it should be. I never noticed this happening before, but probably never had occaision to either. It doesn't seem like this is the way it should be OR for some reason unknown to me is this action actually by design?
I started the car and drove it around the block and clutch engagement/disengagement all seemed normal. So is the above characteristic the sign of something 'broken' or is it indeed designed to do this?
The car is an '86 900S 118K.
