Power at rheostat, but no power to the two bulbs that light the heater fan, temp and hvac distribution controls. If you have lights on the radio and the buttons under the HVAC controls, the problem has to be either a break in the power line or the ground to those two bulbs. I would start at the top bulb for the fan switch light, since you can more easily get to it through the radio hole, if you pull the DIN box. If there is power but no ground, I would consider wiring in a new ground wire to this socket from any convenient ground wire like the radio ground wire or almost any black wire. There is a good chance that if you get a good ground to one for the bulbs, you will also establish a ground to the other and all will be OK, albeit kluged.
If you also have no light to the push switches, then I think the hot side of the circuit from the rheostat is bad. You can easily check this out by pulling any one of the switches out with two small screwdrivers and using your meter to detect power to one of those lights. If you get 12v on one side, then with the bulb socket removed, the other side should be ground. A fault on either of these will require pulling the dash panel and then tracking the hot leads back to the rheostat or the ground leads back to to the ground harness.
