When you're parked the gas in the tank wants to evaporate. The only way for it to evaporate is out THROUGH the charcoal. The charcoal adsorbs the gasoline, keeping the EPA happy...
When you start the engine, it sucks a little air in thru the charcoal, which takes that 'stored' gasoline & burns it.
If you plug the vacuum line to the engine you're OK. (Well, except for the emmissions business.) If you plug the vent line coming from the gas tank, then your gas tank can get over-pressurized.
