Since you don't have any leaks and the master is new, the only other thing might be the pressure booster. It should pump up hard with the engine off. If it pumps up hard and the pedal fades, then you have a bad master. If the pedal stays hard with the engine off but fades to the floor when you start the car, the booste is probably bad. Some "softening" when you start the engine is normal, but it should not fade to the floor. Jim at sobstory probably has a good used booster.
