Remove the antenna mast assembly.
Disassemble it and clean out the crud that has collected in the bottom of the mast assembly.
This crud freezes up and locks the reel.
Also ensure the drain from the bottom of the mast assembly is clear. Water that comes down the mast is supposed to drain out. If it can't it contributes to the crud and helps it freeze up.
Use a good synthetic (but certainly waterproof, many non-synthetics are not waterproof, most synthetics are quite water resistant) grease on the reel/worm gears.
I use WD40 on my radio mast to clean it, and then regular motor oil to lubricate it. I've been know to use amsoil spray synthetic grease on the mast (cup a piece of paper towel in your hand around the mast...spray the mast/towel, and give it the old one-two) and lubricate it.
The key here is lubricate the mast every time you fill up the tank!! If the mast is up it's collecting dirt and crud and when it goes down a certain amount gozinta the base/reel assembly.
One more tip...be careful with the locking nut/screw biz for the reel in the center of the mast assembly...if you tighten the screw too much the reel will bind so leave it a little loose, hold the screw while you tighten the nut or tightening the nut will tighten the screw and you'll lock up the reel.
Phew...too long.
