Okay, as Alex Bucell said, you can only get Fresh Air, or Air Conditioning through that vent - never heat. That's the way it works. Not too hard to fix, eh? That's the way I like 'em!
The Central Locking "brain" (ECU) is located above the passengers foot area, in a goldish bracket, on top of the heater ducting. I believe that all years Saab 900 up to '93 will plug in using the same connector. Older ones are less electronic than newer ones, but are rumored to be more reliable. The lower dash (knee bolster) must be removed to access it (console, and a couple 10mm bolts in the engine compartment - not bad).
