It's for balance. You need *precisely* the same condition on the left front as the right front - same rotor thickness, same pad thickness and composition.
Now, what you *can* do is mix the inboard and outboard pads, so long as you are consistent from side to side. For a short period of time that was the official recommendation from Saab - to use semi-metallic in the outer pad position (the one that wears faster) and organic in the inner position (the one that can transfer heat to the caliper). Then Lucas used a higher temperature seal material, and the semi-metallics could be used in both positions.
So if you have outer pads wearing faster than inner, or if you have two half worn pads, you *could* if you want to get your full value out of $10 worth of pads (I've been there), install the half-worn pads on the inner position of each caliper, leaving the full-thickness pad on the outer postion. You MUST check your pad thickness regularly, especially if you go this route.
