When you talk about the flywheel cleaning, I'm guessing you mean the timing markings that are used to adjust with timing gun. Because the flywheel is steel and is exposed to all manner of road grime and salt, sometimes the etched markings are covered with a light rust or dirt, so it is recommended to clean it with steel wool. This makes it easier to read when the strobe is flashing. But clean only the top surface where the markings are. There's also a small nub at that point on the top flywheel surface.
Yes, loose distributor bolts are necessary to rotate the distributor. As far as what it sounds like - a general timing setting is with the engine idling at or near 850, which you can see with your car interior tachometer. This assuming the idle setting hasn't changed since it's last proper timing and idle setting.
