Todd,
With the ignition on, you should have power to one of the two wires going to your APC solenoid. The Bentley manual has a very good diagnostic section. You can also run a jumper wire from your battery to see if your APC solenoid opens or clicks. If you have an 85 there is a very good chance that your wires to the APC solenoid have been cooked by the heat of your turbo. Investigate the wire insulation to see if it has been compromised.
