Failed emissions

The HC was high, and NOx very high. I know I should probably just buy a new cat, but I wish there was a way to just pass the damn test. I've thrown as much money at this car as I can afford. It took forever just to get the car to pass safety inspection. I've read in the archives that adding ethanol to the gas tank can reduce NOx emissions, perhaps I will try that. Any opinions on doing this?
I'm pretty sure the cat is toast. Last year, the car ran extremely rich for about 20 minutes (Timing was waaay off, adjustment bolt became loose) and the exhaust system including the turbo and *catalytic convertor* became glowing orange and set the rustproofing of the bottom of the car on fire. Thankfully there was a garden hose nearby, it was not a small fire though... (yikes)
I don't suppose NOx readings that are twice the limit could be due to anything besides a bad cat?
