Todd,
I have an '84 non-turbo, so it should be the same as yours.
Check to see if any vacuum hoses have slipped off or are leaking, especially big air hose from the front part of the throttle body to the AAV (Auxilliary Air Valve) over on the engine and the return hose back to the middle part of the throttle body, and the air conditioning idle-up valve which is T'ed into those hoses.

Also, if it's really cold, perhaps the throttle body needs cleaning. Take off the big, tapered rubber elbow/bellows which runs from the airflow sensor (above the air filter) to the throttle body. Open the throttle (engine turned off, of course) and see if any dark goo resides in there. (Goo is condensed oil vapors that have been recirculated to the intake via emissions control hoses from valve cover to throttle body.) This goo might be the culprit, keeping the throttle from returning to idle, or "closed," position.
