Living in OH or PA most of my life, I remember those cold spells very well. I discovered it's all about keeping that battery warm. With the car I was driving at the time (Renault), I too couldn't keep it in a garage, so it had to sit outside. That engine would start pretty much as soon as it made two good revolutions (or just one with starter fluid), regardless of temps, and as it got colder outside, the rate at which it turned over would slow. Below a certain point and it would barely make that one necessary rev with starter fluid until it wouldn't start at all. So I came up with a scheme to mount an outdoor spotlight inside the hood facing the battery, plus layed a blanket over the hood (with some weighted objects to keep it there). That did the trick on the coldest nights. Car would fire up no problem. The catch is to be sure the light isn't too close to the battery or it will melt the plastic casing. I found out the hard way, by warping the casing. A good 20 inches or more seemed about right. The temp range where heat was required was whenever the nighttime temps went below 20. Anything above and it seemed fine. Without that light, and if I had to park outdoors for work or something, I'd have to be sure I parked on a forward incline to do the manual tranny assist trick. That or I'd have to make sure to start the engine every three hours to keep it warm.
