Stupid Electrical Question

I think I'll get the award for posting the most stupid question ever posted on this board (I apologize in advance), BUT...
...if I have one of those electrical plugs sticking out of the front of my car (intended, I think, to keep the battery warm on cold nights?), then if my battery dies in the cold (which it did), can I plug that plug into a grounded electrical outlet, let it sit for a couple of hours, and then I'll have a recharged battery?
OKay, okay...I warned you that it would be a stupid question.
