that the system "thinks" your high-beams are on?
The system works off of one of the filaments contained within the headlight bulb. I forget if it's the low-beam (allowing the fog's to come on) or the high-beam (not allowing the fog's to come on).
By jumping the pins at the relay, you're effectively overriding the system circuitry, forcing the fog's to illuminate. That does prove that the lights work and that the wiring is good from the relay to the wire.
Then by testing the switch in the recirc spot and it worked proved that the switch is okay, since the recirc did not illuminate the lights.
Again, my guess is that it has to do with one of the headlight bulbs. Dirty connection, ground, or just on the brink of dying. I would try installing a fresh set of headlight bulbs and then see if your fog's work. Doesn't hurt to have a set of spare headlight bulbs on the shelf anyway...
