I swapped an 87Turbo complete drivetrain into an 89 base. I was recommended by several here to swap the complete wiring harness from headlights to taillights. This due in large to the fact that the turbo control system items underhood & dash do not exist in the base and S cars.
I can only say there were differences in my 89 wiring, which I trashed. Most of it was very similar, but I know for sure the items underdash were not present in the base car (pressure transducer, overpressure turbo switch, etc. etc.)
So I think in general, Turbo to Turbo (same control with APC) would be a wash on the wiring, but going from an S to a Turbo requires the wiring changeout.
Perhaps others have detailed knowledge of the wiring, but I decided not to try and "piece it in". The car now runs well and Turbo performance is functional (which is a joy, compared to the S).
