can't get a charge

After months of off and on chasing of this problem I'm coming to my wit's end. In november i found out the battery wouldn't have the charge to start my car if left to sit for a few days. I think this problem existed before but previously I never let my car rest for more than a day or two at a time. Anyway, I figure the first step is to have the battery tested. As per Pep Boys test my battery (of unknown age) passes with flying colors. Next I clean grounds @ radiator crossmember and check resistance from negative battery cable to crossmember and block. .8 ohms in both cases so i don't see a problem there. check charging and find it's low. replace VR because i pull it and it's definately shot. now it charges right and i'm getting almost 14.5v @ the battery but something is still not right. After lots of short around the town trips the battery dies. Today I check to see if there's any voltage from alt casing to block and there's .06V is that enough to mean anything? anyone have any ideas? PLEASE HELP!!!!!!!!!!!!! thanks
