High idle...NTC possibly?

Hey guys, could you help me trobleshoot these symptoms?
'85 900 Turbo
When I start the car, it immediatly goes to 1500 RPM and stays there regardless of temperature. If I shut the car off, it won't start again and acts like it's seriously flooded. Sometimes I can get it started by holding the throttle down all the way to let some air in there. Most of the time, if I shut it off, I have to wait for several hours before it will start again. It never goes below 1500 RPM. I'd think that if it was the NTC sensor, it would be one or the other: high at first then normal, or normal then high when engine warmed up. Any ideas?
