If you were to put 11.2v to the bare bulb it would light up quite nicely, thankyouverramuch.

The problem is a corroded connection somewhere...find it and fix it. BTW...run back up the wire from the foglamp and there's a connector. That $$%$#% connector was full of green oxidation on my car and once I cleaned it out with some sandpaper and reassembled it with dielectric grease and taped over the connector with black electric tape, solved my problems with the left front foglamp that would go on and off. Your problem may also be associated with a bad ground or connections inside the foglamp or even a corroded ground on the foglamp reflector. There are two tabs on the reflector that can be used as a ground..one on mine was well rusted, I used the other one and that helped.
