Cooling fan stays on (even with ignition off)

So here's the deal. I have a 92 900 sedan. I was out driving around the other day and I noticed the cooling fan was on, a little strange because it was about 35F and the temp gauge was at about 1/4. I checked it out when I got home and discovered that the passenger side fan was running and didn't stop when I turned the ignition off and took the key out. I let it run for 15 or 20 minutes to see if it would shut off automatically. No luck. So I pulled the fuse and left it until this morning. I searched the board and figured out it could be one of two things (or maybe something I missed):
1) a bad relay. I pulled the relay in the main fuse box and switched it with the matching relay in the box. Fan still came on, so I don't think this is it.
2) a bad cooling fan switch (top left of radiator). I pulled one of the wires going to this while the fan was running and the fan stopped.
So, have I covered the bases with this problem? Is it a bad cooling fan switch or is there something I've overlooked?
If it is the cooling fan switch, is this as simple of a repair as it seems to be? Pull the old switch, plug the hole w/ thumb, put the new switch in? Basically, can it be done with a minimum of tools (I'm at school and I have a couple wrenches, vicegrips, hammer, screwdrivers, socket wrench and that's about it...) and not a ton of know how?
